El 24 de agosto de 1937 el Consejo Interprovincial de Asturias y León, máxima autoridad republicana, se constituye en “Consejo Soberano de Gobierno de todo el territorio de su jurisdicción, y a él quedan íntegramente sometidas todas las jurisdicciones y organismos civiles y militares que funcionan y funcionen en lo sucesivo dentro del referido territorio”. 'Vaca mugiendo entre ruinas' se acerca a este momento de la historia contemporánea de Asturias a través del testimonio de su principal responsable, Belarmino Tomás, último presidente legítimo de Asturias antes del triunfo del fascismo, y de una colección de 'evidencias' (fotografías, dibujos, pinturas, textos periodísticos…) desde unos meses antes de que se produzca la declaración hasta la derrota, caída y evacuación de Gijón/Xixón el 20 de octubre de 1937.
